In my opinion this is slick move from Chris Carter. He has a win win in this in that he has actively managed the Iwi considerations and the Environment Court workload all at the same time.
His party has a razor gang sniffing around for places to cut some numbers and the Environment Court is bound to be ready for a little trimming anyway. Something for his Razor mates to do and some free heads to add to his personal motivation 'head count chart'.
My pick: By end of this year there will be a not insignificant headcount reduction in the Environment Court. Coastal development consent application levels will be down and the local Iwi will be enjoying their pippies.
